Kansas Appleseed celebrates Governor Laura Kelly signing S Sub HB 2402 into law, marking a meaningful step forward to expand access to school meals for Kansas kids.
This law strengthens the pathway for schools to adopt the Community Eligibility Provision (CEP), a proven federal program that allows high-poverty schools to offer breakfast and lunch to all students at no cost to families. It also preserves local decision-making and includes flexibility for districts where participation may not yet be financially feasible.
“A school meal is an essential school supply,” said Haley Kottler, Senior Campaign Director for Kansas Appleseed. “This new law is a practical step in the right direction that helps more Kansas kids access the food they need to learn, grow, and succeed.”
CEP has been shown to reduce stigma, increase participation, and streamline school operations while providing real relief for families across the Sunflower State.
With strong collaboration and continued investment, this law creates new opportunities to strengthen school meal programs and support student success statewide. Kansas Appleseed looks forward to working alongside schools, partners, and state leaders to ensure this policy delivers for Kansas kids.
