Governor Kelly Issues Executive Order to Establish the Division of the Child Advocate.
On October 4th, Kansas Appleseed was thrilled to be a part of the signing day for Governor Kelly's Executive Order. Having a Child Advocate who will provide independent oversight of the foster care system is something we've been advocating for for years. Pictured below is Gov. Kelly with Natalie Zarate after the signing of the order. On multiple occasions, Natalie has shared her story of her years spent in Kansas foster care and she has spoken in support of the addition of a Child Advocate.
Natalie is a founding member of the Strengthen Families Rebuild Hope coalition.

In response to the number of children in foster care reaching record highs and troubling reports of inadequate protections for children in the state’s custody, we are compiling research, meeting with stakeholders, and advocating for reform.
The Kansas foster care system, in its current form, creates strains on stakeholders throughout. It is not good for children. It is not good for families. It is not good for the social workers, attorneys, judges, administrators, health care workers, or foster parents trying to keep children safe. It is not good for Kansas.
